How about a plain english guide to the Clean Air Act of 1990?
And for those of you who really want to be in the know, how about the full text of the Clean Air Act?

The official nonattainment designations made in April 2004 under the 1997 8-hour ozone standards are listed at http://www.epa.gov/ozonedesignations/. This page also contains extensive information about ozone pollution, including links to information such as the Ozone Implementation Rule
During 2004 a number of Clean Air Rules were passed, including the interstate clean air rule (CAIR), the non-road diesel rule and rules covering fine particle pollution and others.

NEPA

The full text of the National Environmental Policy Act can be found on the Council on Environmental Quality's web site at http://ceq.eh.doe.gov/nepa/regs/nepa/nepaeqia.htm
You can also go directly to any of the Federal Agencies who must implement NEPA through their programs and activities http://ceq.eh.doe.gov/nepa/agencies.htm (NASA, Departments of Agriculture, Defense, Energy, Interior, Highways, Transportation, Air Force Center for Environmental Excellence, and many many more. By the way, there is a redirect to the White House if you try to go directly to the CEQ site but from there you cannot access any of the sublinks such as those included above (as of December 2004).

Information about compliance with NEPA is available from EPA at http://www.epa.gov/compliance/nepa
EPA focuses on three main areas regarding NEPA compliance: coordinating EPA's review of all Environmental Impact Statements (EISs) prepared by other federal agencies; maintaining a national EIS filing system and publishing weekly notices of EISs available for review and summaries of EPA's comments; and assuring that EPA's own actions comply with NEPA and other environmental requirements.

International impact assessment activities include Environmental Impact Assessment of Nongovernmental Activities in Antarctica. This program is assessing the environmental impacts of nongovernmental activities, including tourism, in Antarctica, and the International Network for Environmental Compliance and Enforcement (INECE), which is an international partnership to promote effective environmental compliance and enforcement of requirements of domestic environmental laws and international environmental agreements through networking, capacity building and enforcement cooperation.
